  • Passenger Rules For the first 12 months after receiving your provisional license, you may only carry one (1) non-family passenger who’s under 21 years of age. Also, all passengers in the vehicle must wear seat belts.
  • Other Drivers under 18 years of age may NOT use cell phones or text-messaging devices while they drive (this prohibition applies to both "hand-held" and "hands-free" devices).
