Vermont Driver License Requirements at-a-glance:

  • Learner Permit Holding Period 12 months (you must maintain a clean driving record for the 6 months prior to applying for a junior operator license).

  • Unsupervised Driving Rules Junior operator license holders--there are restrictions on unsupervised driving when carrying passengers during the first six (6) months of being licensed. See “Passenger Rules” for more details.
  • Passenger Rules Junior operator license holders may not carry any passengers during the first three (3) months of being licensed unless a qualified supervising driver is in the vehicle. During the second three (3) months, you may begin to transport only family members without supervision. After the first six (6) months, these restrictions are lifted.You may never carry more passengers than there are available seat belts in the vehicle.
  • Other Driver education is required for license applicants age 18 and younger. Licensed minors may not operate a vehicle in the course of employment for the first year of being licensed (for example, you cannot get a job delivering pizza until you've had your license for one (1) full year).
