  • Passenger rules With a provisional license, it is okay to carry passengers so long as one of the passengers is at least 21 and has been a licensed driver for at least one (1) year. This licensed driver must be seated in the front passenger seat.
  • Other While driving with an instruction permit, the supervising adult must have had a license for one year and be at least 21 years of age or older.
