Binghamton New York Online Driver Education and Binghamton New York Licensing Procedures

So you've taken your first step towards becoming a new driver in Binghamton New York?  Congratulations!

As you probably already know, driving is a valuable skill, but can also be extremely dangerous.  Therefore, to help new teen drivers develop safe driving habits during their first few years behind the wheel, the State of Binghamton New York has implemented a graduated driver license program for Binghamton New York drivers who are under the age of 18.

We’ve summarized a few things you’ll need to know as you begin the process of becoming a licensed driver in Binghamton New York.

Binghamton New York Instruction Permit (aka--Learners Permit)

You can apply for a Binghamton New York instruction permit when you turn 16.  When you go down to the driver's license office, please take the following items:

  • Valid forms of ID (for a list of acceptable ID's, please visit the Binghamton New York DMV website)
  • Instruction Permit Application (available on the DMV website), which must be signed by your parents/guardians
  • Money for the license fee

At the driver's license office, you will need to first pass a vision screening test, and then pass a written test before being issued an instruction permit.

With an instruction permit, the following restrictions apply:

  • Whenever you drive, you must be accompanied by a licensed adult driver who's at least 21 years old who actively supervises your driving from the front passenger seat.
  • All passengers (including you) must wear seatbelts.

Binghamton New York Provisional License

To apply for a provisional license, you must meet the following requirements:

  • Have held an instructional permit for at least 6 months and kept a clean driving record during that time
  • Completed at least 50 hours of supervised driving practice (15 of which must be at night).  Keep a log of your driving practice.
  • Complete a state-approved drivers education course

When you're ready to try to get your provisional license, call your local driver's license office and make an appointment to take your road test.  When you go to your appointment, take the same ID forms and paperwork you took the last time you went along with your instruction permit and money for the license fee.

To get a provisional license, you will have to pass a road test.

With a provisional license, some restrictions will still apply:

  • Whenever you drive, you must be accompanied by a licensed adult driver who's at least 21 years old who actively supervises your driving from the front passenger seat.
  • All passengers (including you) must wear seatbelts.
  • In Binghamton New York City, you may not drive on any street within a park
  • You may not drive across any bridge or in any tunnel that's under the jurisdiction of the Triborough Bridge & Tunnel Authority
  • You may not drive on the Cross Country, Hutchinson River, Saw Mill River, or Taconic State parkways in Westchester County

After 12 months, if you have kept a clean driving record, you may apply for full driver's license if you pass the road test.  With a full license, the above restrictions are removed.

Binghamton New York Auto Insurance & Financial Responsibility Laws

The State of Binghamton New York requires that you maintain a certain amount of liability coverage on any vehicle you drive.  The minimum required coverage is as follows:

  • $25,000--personal injury (1 person)

  • $50,000--death (1 person)

Driving while uninsured is a crime!  If you drive without the required insurance coverage, you will face having your license suspended, plus a hefty fine.
